Climate, Nature and Accelerating Corporate Action
As the world tackles the pressing challenge of climate change, the biodiversity crisis is also gaining recognition for the urgent need for immediate action. Against this backdrop, businesses no longer able to address sustainability as an add-on. But rather, corporates should and are beginning to transition and transform business operations, boardroom discussions and future strategy planning with climate and nature as a core pillar. This programme aims to bring together sustainability experts, policymakers, business leaders and academics to address the climate-nature nexus, while understanding the crucial impact of policy ambition and corporate action in driving progress forward and addressing both challenges simultaneously.
Participants will gain valuable insights from experts on the latest climate science and its specific implications for Hong Kong and the region. They will also learn about the current biodiversity baselines in Hong Kong and uncover the intrinsic value of nature. Kevin O’Brien is the Chief Executive of Gammon Construction. He has over 30 years’ extensive management experience in the construction and engineering industry covering both the private and public sectors. Jonathan Chiu is President of Schneider Electric Hong Kong. He currently heads the company’s Management Committee responsible for overseeing the strategic direction, operational delivery and business development for Schneider Electric in Hong Kong and Macau.
Since joining Schneider Electric two decades ago, Jonathan has held leadership roles in various business divisions within the organization. An experienced leader in energy management and automation, Jonathan is passionate about leveraging the power of digitization and innovation in delivering a holistic ecosystem approach to sustainable transformation. His years of experience in process and energy technologies, end-point to cloud connecting products, controls, software and services have been instrumental in elevating Schneider Electric’s reach and impact for homes, buildings, data centers, infrastructure and industries in Hong Kong.
Jonathan currently serves on the Board of Directors at the Business Environment Council, and was named Sustainability Leader of the Year at the HKMA Hong Kong Sustainability Award 2023.

The discussion will explore methodologies for assessing local ecosystems and the challenges faced by species and habitats. By emphasising the significance of biodiversity, this session aims to inspire collaborative action among stakeholders to protect Hong Kong’s unique natural heritage. The two expert speakers will focus on the pivotal role of public, private and other stakeholders in driving change and outline actionable pathways for collaboration, partnership and investment to ensure the city not only adapts to a rapidly changing climate but leverages opportunities to create a more resilient future.

Dr. Dindo Campilan has worked in senior leadership roles for over 20 years with the world’s leading international development and research organizations in agriculture, food and environment. He is currently Regional Director for Asia and Hub Director for Oceania of the International Union for Conservation of Nature (IUCN), the world’s largest and oldest environment organization. He directs IUCN’s program serving 48 countries in Asia and Oceania to support government, non-government and private business sectors towards a nature-positive future for healthy planet and people.
Earlier he held similar leadership roles with: i) CGIAR international agricultural research centers, the world’s largest agri-food research and development network, and ii) International Labour Organization (ILO), the UN agency mandated to set global standards, develop policies and devise programs promoting decent work. He holds a PhD in Agriculture and Environment Sciences from Wageningen University in The Netherlands.

In this session, we will discuss the current landscape of Hong Kong’s policy instruments and developments shaping Hong Kong’s ambition and action, such as the Climate Action Plan and Biodiversity Strategy and Action Plan. The city’s upcoming planned mega-developments, including the Northern Metropolis and others, present a golden opportunity for Hong Kong to rethink urban planning, showcase successful policy implementation and lead as a world-class testing ground for sustainable development. Panellists including policymakers and experts will discuss urban solutions that integrate the climate-nature nexus while delivering sustainable and economic development for Hong Kong.

Mr. CHAN Kin Fung, Simon is an Assistant Director of the Agriculture, Fisheries and Conservation Department, Hong Kong Special Administrative Region Government, overseeing nature conservation work in Hong Kong. He has been working in the Department for over 28 years and was involved in a wide range of nature conservation work, including wildlife management and protection, habitat management, biodiversity conservation, ecological surveys and environmental impact assessment etc. He led the formulation and implementation of Hong Kong’s first city-level Biodiversity Strategy and Action Plan to step up biodiversity conservation and support sustainable development. He is now leading the work on updating the action plan and establishing a system of Wetland Conservation Parks under the Northern Metropolis Development Strategy.

- Enlisting broad-based support from the society to take forward key initiatives including establishment of Sham Po Shue Wetland Conservation Park and the next phase of Hong Kong Biodiversity Strategy and Action Plan.

Dr David Gallacher is an environmental specialist with AECOM, based primarily in Hong Kong, with experience across Shanghai, Delhi and Singapore. With an academic background in ecology and environmental management, he has contributed to hundreds of projects in 14 countries across the Middle East, South Asia, Southeast Asia and East Asia, partnering with government departments, private developers and multilateral banks. His expertise spans environmental planning, impact assessment and monitoring, nature-based solution design, sustainable urban planning, water-sensitive urban design and ESG reporting. David is currently the chairperson of the Hong Kong Institute of Environmental Impact Assessment and a member of the Hong Kong Institute of Qualified Environmental Professionals.
He has a particular interest in biodiversity design for urban environments and has contributed to award-winning projects such as the DaShaHe Urban River Restoration in Shenzhen and the Tung Chung Eco-shoreline in Hong Kong. David also gives lectures, seminars and training courses across Asia Pacific and contributes to AECOM publications on climate and restoration.

The session will spotlight how loopholes in today’s supply chains and regulatory gaps fuel the trade, bringing far-reaching implications for global biodiversity. Suki has 10 years of experience in sustainability consulting, stakeholder engagement, and policy research. Currently at BEC, Suki leads research initiatives related to climate change and energy transition, including BEC’s Climate Change Business Forum, Net-zero Carbon Charter and sectoral energy transition research projects.
Previously, Suki worked with a range of clients across different sectors on sustainability issues in the US and Hong Kong. Her responsibilities included researching international renewable energy policies and developing ESG strategies. She also worked in private equity and venture capital. She has actively participated in international climate change negotiations and policy development, such as COP21.
Suki holds a Bachelor of Science degree from the Georgia Institute of Technology, a Master of Environmental Management degree from Duke University, and an MBA degree from the University of Chicago Booth School of Business.

OCBC, as an early mover in mobilising capital to support corporates’ sustainable transition, has surpassed its target of S$50 billion (~HK$300 billion) in sustainable financing. OCBC has been named Best Bank for Sustainable Finance in Hong Kong, and Best Bank for Sustainable Finance in Singapore, by Global Finance.
Celina, as a pioneer in ESG solutions, has contributed to innovative transactions including the world’s first Sustainability-Linked Bond for a real estate developer (2021), Hong Kong’s first sustainable finance in the logistics industry (2022), as well as Hong Kong’s first Green And Transition Loan in the real estate industry (2024).
Prior to joining OCBC, Celina was at HSBC as an International Manager where she was a corporate banker in Hong Kong, Sri Lanka, and the UK; and where she managed regional and global strategies for the bank. She specialised in impact finance when she was awarded a scholarship to complete an MBA at the University of Oxford. David von Eiff joined CFA Institute in 2021 as a sustainability specialist. David brings has a combined 13 years of experience in environmental compliance, research, and sustainability. He obtained his Doctor of Philosophy at the City University of Hong Kong and his Master of Science in Environmental Economics and Public Policy at the Rensselaer Polytechnic Institute in New York. His main research areas address the economic, sustainability and climate change issues associated with water supply management decisions. He previously spent 8 years regulatory specialist in Environmental, Health & Safety Management Systems, having clients across a wide range of industries to improve their environmental programs and identified methods by which they could make their operations more sustainable, including process redesign, water and energy conservation, and developing environmental management systems.
My Sustainability Goals for 2025
I would like to see Hong Kong accelerates the adoption of a diversified water supply mix to reduce reliance on imported water from the Dongjiang River, which currently accounts for about 70-80% of the city’s freshwater. Incorporating water reclamation and desalination in a “fit-for-purpose” approach could lower carbon emissions compared to heavy reliance on desalination alone. In 2025, I’d like to see policy commitments to expand water reclamation significantly and integrate advanced technologies like smart water grids to enhance resilience against climate-driven water scarcity in the Pearl River Delta.
Hong Kong’s Climate Action Plan 2050 sets a goal of carbon neutrality before 2050, with interim targets for 2035. In 2025, I hope to see accelerated investment in green infrastructure, such as a focus on retrofitting buildings for energy efficiency to cut emissions from electricity generation, which accounts for roughly two-thirds of the city’s carbon footprint.

Dr. Dindo Campilan has worked in senior leadership roles for over 20 years with the world’s leading international development and research organizations in agriculture, food and environment. He is currently Regional Director for Asia and Hub Director for Oceania of the International Union for Conservation of Nature (IUCN), the world’s largest and oldest environment organization. He directs IUCN’s program serving 48 countries in Asia and Oceania to support government, non-government and private business sectors towards a nature-positive future for healthy planet and people.
Earlier he held similar leadership roles with: i) CGIAR international agricultural research centers, the world’s largest agri-food research and development network, and ii) International Labour Organization (ILO), the UN agency mandated to set global standards, develop policies and devise programs promoting decent work. He holds a PhD in Agriculture and Environment Sciences from Wageningen University in The Netherlands.

Sandy is a Registered Landscape Architect, a Fellow of the Hong Kong Institute of Landscape Architects and the Managing Director of URBIS Limited, a Hong Kong based multi-award-winning design consultancy established in 1977, and providing services in masterplanning, urban design, town planning, landscape design, golf course design and environmental impact analysis. He has lived in Hong Kong and worked for URBIS since 1985, during which time he has contributed to several major territorial and strategic planning studies for the Hong Kong Government, and designed a very large range of private and public sector projects from small private gardens to large scale public infrastructure works. Designed projects include public parks, open spaces and streetscapes, schools, hospitals, hotels, residential, commercial and mixed-use developments and golf courses. Since 1977 URBIS has undertaken over 2,500 projects throughout the Asia Pacific region, South Asia and the Middle East and has won well over 300 awards and competition designs both locally and internationally. Many of these award-winning projects Sandy has worked on, designed and / or directed personally. Sandy is particularly concerned with designing the public realm to meet the needs of modern society, including the promotion of sustainable design and increased biodiversity in urban development. He is also the 2nd Vice Chairman of the BEAM Society Limited, a Director of the Hong Kong Green Building Council, a Member of the HKGBC Green Building Faculty, and a member of the Business Environment Council.

- Movement towards a circular economy and adoption of ‘Doughnut Economics’ whereby the social, economic and spiritual needs of all HK people are met, whilst keeping our ecological footprint within planetary boundaries.

Eddie has more than 28 years experience in construction and environmental field and specializes in sediment and land contamination assessment and remediation, carbon/energy management, renewable energy projects and waste/asbestos management. He has been involved in a number of infrastructure and building projects such as road and drainage, site formation and land decontamination, railway, power plant emission control facility, tunnel and rock cavern and Central Government Complex.
Eddie is the vice chairman of Environment Committee, Hong Kong Construction Association and member of Climate Change Business Forum of the Business Environment Council. He was appointed as a construction advisor in development of Construction Industry Council Carbon Assessment Tool and Sustainable Finance Certification scheme. Eddie is a co-opted member of the Sustainable Development Committee, Climate Change Framework for Built Environment Embodied Carbon Expert Group member and Green Product Market Taskforce member of the Hong Kong Green Building Council. He was also appointed by BEAM Society to be member of Materials Aspects and Construction Environmental Management Expert Panels. He is a member of Environmental Protection Department Asbestos Administration Committee and CARES Assured Steel Certification Sustainability Technical Committee.
Eddie graduated in Chemical Engineering from the University of British Columbia in Canada, and has a Master of Science degree in Environmental Engineering from The Hong Kong Polytechnic University. Eddie is a Fellow member of the Hong Kong Institute of Qualified Environmental Professionals, Certified Carbon Auditor under the CIC Green Product Certification Scheme, Certified Energy Manager/Carbon Audit Professional of US Association of Energy Engineer and a Qualified Project Assessor of UK BREEAM Infrastructure. Crystal joined BNPPAM’s Sustainability Centre in the beginning of 2023 focusing on ESG integration across all asset classes in Asia. As the dedicated research lead for the Asian region, she drives the research, development and implementation of ESG research which supports ESG integration in the region – including with our Asian joint venture business partners – aligned with BNPP AM’s Global Sustainability Strategy. Crystal is also responsible for supporting sustainability engagement activities with companies in the region.
She has 10 years of diverse sustainability experience. She was the Principle ESG expert and Head of ESG Strategy at Ping An Insurance Group (2018-2022). Crystal was also previously ESG consultant at Ernst & Young and the Head of China ESG solutions at S&P Global. She has participated in the establishment of several ESG regulations in China and overseas.

During his 18-year government career, Bryan formulated and implemented policies relating to external affairs, innovation and technology, public finance, elderly care, vocational education, and district administration, including postings in Berlin and Washington D.C.

Dr. Frederick Lee holds a PhD in Urban Planning from the Massachusetts Institute of Technology and serves as the Executive Director of the Centre for Water Technology and Policy at The University of Hong Kong. His current research focuses on two critical water sustainability nexus issues: the water-energy-climate linkage and water-ecology interactions. He is completing a government-funded applied research project that explores how the integration of smart technologies and behavioral ‘nudging’ strategies can enhance water conservation outcomes in both domestic and non-domestic contexts. Dr. Lee also serves as Project Director for the Water-smart Taskforce Programme, a city-wide, government-sponsored water conservation initiative. He is a Fellow at Civic Exchange.

- Despite being surrounded by the sea on three sides, Hong Kong has always been shortage of potable and natural fresh water resources (no natural lakes, large rivers or underground water), with a densely populated centre of trade and industry together with its rapid development needs. Ir Roger Wong’s sustainable goal is to lead the Water Supplies Department (“WSD”) of HKSAR government to improve the sustainability, eco-friendliness, reliability and quality of water supply services by applying state-of-the-art innovative technologies, data-driven management, AI-powered operation and maintenance as well as citizen-oriented customer services for overcoming the constraints imposed by physical conditions.

Reshmi is the Global Energy Transition Lead at WWF, based out of WWF Hong Kong where she coordinates the global alliance on CLEANaction (the Coalition Linking Energy And Nature for action) and Alliance for Just Energy Transformation (AJET) as well as working with WWF global offices to implement energy transition solutions and models. As part of these alliance she works with global members to promote renewable energy solutions ensuring it causes minimum impact to nature, biodiversity and at the same time the whole process is just and equitable. She is a climate and energy professional with experience of leading multilateral clean energy projects on solar, electric mobility and energy efficiency adoption in Asia. She led delivery of energy transition projects in Asia on corporate and community decarbonisation. These include decarbonising the textiles and industrial sectors in Viet Nam, decarbonising Indian dairy cold chain, decarbonising water transport in Sundarbans, building capacities of banks and organisations on climate transition plans and biodiversity safeguards in Indonesia. Before the 2.5 years with WWF, she was in India and advised the British and German Embassies in her role as energy advisor on bilateral clean energy projects.

In addition to advising senior management of key developments and policies related to sustainable development, he is responsible for supporting the implementation of the Group’s sustainability strategy, SwireTHRIVE, with a focus on waste & circularity, and nature-related risks and opportunities.
Sam has extensive experience on strategy development and ESG disclosures. He is currently an expert member of the IUCN’s Climate Crisis Commission. Prior to his role at Swire Pacific, he worked for Swire Coca-Cola and Finlays (B2B coffee & tea supplier) in commercial, logistics and sustainability roles. He also worked for the UN on climate and multilateral diplomacy topics. Sam holds a MBA from IE Business School in Madrid alongside two Master’s degrees including an MA in International Affairs from the Graduate Institute Geneva, and a Bachelor’s degree in Chinese Studies from the University of Oxford.
My Sustainability Goals for 2025:
Managing the Swire Pacific Sustainable Development Fund always provides me a boost of optimism as we get to see amazing new technologies – some of which are homegrown in Hong Kong – to help us achieve our sustainability goals. We have added a new metering & AI channel this year, and so one of my goals is to have applications come in for this channel. Outside of my role, I’m particularly keen on seeing the development of global biodiversity financing, and through my membership of IUCN, I intend to highlight mechanisms and actions to support nature in cities.

Serge Stinckwich is a computer scientist and the Head of Research at the United Nations University Institute in Macau. Before joining UNU, he was an Associate Professor at the University of Caen Normandie (France) and a researcher in the UMMISCO international joint research unit of IRD (French Research Institute on Sustainable Development) Sorbonne University.
Over the years, Serge developed an innovative research program about modelling and simulation of complex systems at the intersection of several scientific disciplines applied to developing countries’ issues. His research interests are domain-specific languages and tools that ease the tasks of non-computer experts to model, simulate and analyse complex systems. He has applied his work to Epidemiology, Environmental Monitoring and Disaster Management.
From 2008 to 2012, he worked in Hanoi, Vietnam, on the AROUND (Autonomous Robots for Observation of Urban Networks) programme, which deals with deploying simple mobile autonomous sensors during disasters in the context of southern countries. He has also been an invited Professor at Kyoto University to work with Japanese experts on Rescue Robotics.
In 2017, he was based in Cameroon. With colleagues from the University of Yaoundé, he worked on Complex System modelling and Artificial Intelligence applied to applications like epidemiological surveillance and environmental monitoring in collaboration with IRD and CIRAD research institutes.
From 2018 to 2018, Serge was the Principal Investigator of GDRI Sense-South, an international research network of teams from Senegal, Cameroon, Vietnam and France working on “Innovative Sensors and IoT Telecommunication Networks for Environmental Surveillance in Southern Countries”. Sense-south funds actions like the “Smart Clean Garden” project to control the water purification in soils and the sustainable city project of Douala (Cameroon) with a local climate change observatory.
He organised and co-organized more than 50 workshops and conferences on topics such as Software Engineering, Modelling and Simulation, Rescue Robotics, Disaster Management, and Complex Systems, … and supervised more than 20 PhD/Masters students from various countries (Chile, Vietnam, Cameroon, Senegal, etc.).
