Navigate BEEO Amendments with Confidence – CMA Testing’s Energy Audit Service

The Hong Kong Government’s Climate Action Plan 2050 sets a clear pathway toward carbon neutrality, with a strong focus on transforming the energy system. Globally, the power sector accounts for about 40% of Carbon Dioxide emissions, while in Hong Kong, electricity consumption represents 54% of total energy use, and nearly 90% of which is attributable to buildings.

Against this backdrop, the EMSD has introduced mandatory energy audits for commercial buildings, to be conducted by certified Registered Energy Assessors (REAs). These audits provide a comprehensive review of a building’s energy usage, helping to identify opportunities for energy savings and efficiency enhancements. In addition to reducing operating costs, the process also supports the long term performance and lifespan of building equipment and systems.

Last year, the Buildings Energy Efficiency Ordinance (BEEO) underwent several key amendments aimed at strengthening Hong Kong’s regulatory framework for building energy performance. The updates broaden the scope of energy efficiency regulation to cover more building types, including government, educational, community, municipal, medical, and healthcare facilities, and shortening the energy audit interval from 10 years to 5 years. The amendments also introduce new disclosure requirements, mandating the publication of technical information in energy audit reports to enhance transparency. These measures are expected to generate an additional 500 million kilowatt-hours of electricity savings by 2050. The amended provisions will take effect on 20 September 2026.
