Ir Raymond Yem

Ir Raymond Yem is the Director of Water and Solid Waste in the Environmental Engineering Operation at ATAL Engineering Limited. He leads a business unit dedicated to the strategic direction, operations, and business development of municipal-scale water and waste treatment projects in Hong Kong.

With over three decades of tenure at ATAL, Raymond has been instrumental in delivering critical environmental infrastructure across Hong Kong and Macau. His extensive expertise encompasses the entire project lifecycle—from design and construction to operation and maintenance—for a diverse range of facilities. These include drinking water and sewage treatment plants, landfill leachate and gas treatment systems, organic waste processing, and renewable power generation.

Raymond currently oversees the operations and maintenance of several key solid waste facilities. His portfolio includes O•PARK 1, Hong Kong’s first organic resources recovery centre; the Shatin and Taipo Food Waste Pre-treatment Plants for a pioneering co-digestion trial; and the unique Low-Level Radioactive Waste Storage Facility at Siu A Chau.
