Dr CHEUNG is the Chairman of the Hong Kong Green Building Council. He is also an Adjunct Professor of City University of Hong Kong, the University of Hong Kong and the Technological and Higher Education Institute of Hong Kong. In addition, he is a member of the Private Columbaria Licensing Board, the Appeal Tribunal Panel under section 45 of the Buildings Ordinance, the Expanded Building Committee of the Buildings Department, the Project Board for New Railway Projects of the Transport and Logistics Bureau, and the Independent Railway Expert Advisory Committee for New Railway Projects of the Transport and Logistics Bureau.
Dr CHEUNG holds a Bachelor of Science Degree in Estate Management from the University of Reading, UK, a Master of Science Degree in Construction Management from the University of Bath, UK, and a Doctor of Philosophy Degree in Fire Engineering from the City University of Hong Kong. He has held professional qualifications in building surveying, property management and facility management. He is a Fellow of the Hong Kong Institute of Surveyors, a Registered Professional Surveyor (BS), an Honorary Fellow of the Hong Kong Institute of Facility Management, and a Fellow of the World Institute of Sustainable Development Planners.
Dr CHEUNG was previously Director of Buildings in the HKSAR Government and received the Silver Bauhinia Star Award in 2019 for his dedicated and meritorious service to the Government, particularly in promoting building safety and a sustainable built environment in Hong Kong. He previously also served as an Honorary Professor in the Department of Building and Real Estate at the Hong Kong Polytechnic University (PolyU) and is a recipient of the Outstanding PolyU Alumni Award in Professional Achievement.

Johnny Cheuk graduated from Cambridge University with his PhD in geotechnical engineering. He is currently Senior Vice President & Hong Kong Executive Leader of AECOM overseeing the business growth strategy, client services, project delivery and operations management for AECOM in Hong Kong. He has extensive experience in managing complex and challenging projects including the West Kowloon Station of the MTRC Express Rail Link, Tuen Mun-Chek Lap Kok Link Tunnels and recent assignments for relocating facilities into caverns. In 2013, he was named Young Engineer of the Year by the Hong Kong Institution of Engineers (HKIE), for his contributions to the continuous development of Hong Kong through engineering achievements.
In addition to his role at AECOM, Dr Cheuk is actively involved in industry affairs. His current external appointments include Chairperson of ICE Hong Kong Association and Council Member of HKIE. Furthermore, he was elected as Chairman of the HKIE Geotechnical Division for the 2022/2023 term. He also serves as Adjunct Professor at the University of Hong Kong and the Hong Kong University of Science and Technology. He is also an advisory board/committee member of Hong Kong Polytechnic University (Department of Civil and Environmental Engineering) and Vocational Training Council (VTC).

Travis is a strong business development professional with a wealth experience in the energy industry. His previous roles span Engineering, Sales & Marketing, Business Development and General Management. Prior to re-joining Schneider Electric in 2023, he worked with leading companies, including General Electric and CLP, gaining a comprehensive pool of solid experience in power generation, transmission and distribution, control and automation, building energy management, and digital solutions.

Johnny YU, is presently the Advisor to the Chairman and the Head of Sustainability Department at the Company. He joined in 2020, bringing with him 30 years of extensive experience across multiple disciplines, including sales and marketing, investment advisory, accounting, tax, and risk management and control. Prior to joining the Company, Mr. Yu held various senior positions at UBS, Credit Suisse, and Price Waterhouse in both Hong Kong and London. Under his leadership, he successfully guided the Company to achieve the prestigious Business Leadership in Sustainability Award at the Asia Pacific Leadership in Green Building Awards 2022, organized by the World Green Building Council. Additionally, Mr. Yu won the Sustainability Leader of the Year as well as the Distinguished Sustainability Leadership Awards in Hong Kong Sustainability Award 2024, organized by the Hong Kong Management Association. Mr Yu graduated from The London School of Economics and Political Science, University of London with a bachelor’s degree in Management Science and attained his MBA degree in Finance with City University of London. He is a member of The Institute of Chartered Accountants in England & Wales and Chartered Financial Analyst Institute.

I have worked with the focus on sustainability management, waste reduction policy and climate change related over for 20 years. A plentiful knowledge on environmental science and management of other cites regulations and policy could assist Secretary for Environment to analyze and draft policy for Hong Kong. During my almost ten-year tenure at HKSAR Environment Bureau (ENB) as the role of a Political Assistant, I participated in the process of policy making as well, like Producer Responsibility Schemes.
After stepping down from government, I have joined China State Construction and Engineering Hong Kong Ltd (中國建築工程香港有限公司) as the Sustainability Director since end of 2022. I have introduced a program to trial the use of Hydrogen Power Generation on construction sites and facilitated the industry’s largest Social Responsibility Loan of HKD 500 million in 2024.
I represented the company in professional councils and secured multiple awards, including the “Pioneer Award in Green Building Leadership (Contractor)” at the 2023 Environmental Building Awards, underscoring our commitment to sustainability.
In terms of personal public office, I am a council member (2025-2028) of the Hong Kong Institute of Qualified Environmental Professionals (HKIQEP). I am also a member of the Smart Waste Management Tool Working Group at the Construction Industry Council (CIC), and a co-opted member of the Sustainable Development Committee of the Hong Kong Green Building Council (HKGBC).

Ar. Dr. Tony Ip is a community-centric, sustainable design architect and urban designer. He founded Tony Ip Green Architects Ltd “TiP” with a vision to advocate the paradigm shift towards green architecture and biophilic urban-scape in response to climate change. He holds BEng, MSc(Eng), MArch & MUrbanDesign from HKU, BBE(Arch) from QUT, MSt IDBE from the University of Cambridge, and PhD from PolyU. Tony currently serves as the Vice Chairman of Professional Green Building Council, Director of Hong Kong Green Building Council, Director of Zero Carbon Building, and Director of YMCA of Hong Kong. He also contributes his expertise to Town Planning Board, Environment and Conservation Fund Committee, Lantau Conservation Fund Advisory Committee, and Community Involvement Committee on Greening of HKSAR. Ir Prof. Chi Sun Poon is currently the Director of Research Centre for Resources Engineering towards Carbon Neutrality (RCRE), The Hong Kong Polytechnic University (PolyU). He is also one of the Directors of PolyU-NAMI 3D Concrete Robotic Printing Research Centre (RCC3D), the Director of Research Centre for Design for Safety (RCDfS), and Distinguished Research Professor of Department of Civil and Environmental Engineering, PolyU. He has been awarded the title of Changjiang Chair Professor by the Ministry of Education in 2017. Ir Prof. Poon specializes in the research and development of environmental-friendly construction materials, waste management, waste recycling technologies, concrete technologies and sustainable construction. He has been listed among the World’s Top 2% Scientists released by Stanford University and ranked the 4th globally in the field of Building and Construction. Ir Prof. Poon is an Editor of Construction and Building Materials since 2014. He is also an Editorial Board Member of Cement and Concrete Composites since 2017. He has published over 800 papers in international journals and conferences (including 650 international journal papers, 160 referred conference papers, and 7 book chapters). He has obtained more than 20 patents related to concrete and waste recycling technologies. He was awarded the State Technological Innovation Award 2017 (2nd Class).

Dr. Raymond Wong serves as the Head of ESG Services at the iRecycle Charity Foundation, leading the strategic development and implementation of integrated ESG initiatives. In this role, he spearheads the Foundation’s mission to advance sustainability through ESG Education, Sustainability Initiatives, and Green Certification Programs.
Dr. Wong leverages his expertise to design and oversee Green Projects that drive measurable environmental and social impact. Under his leadership, the Foundation provides a trusted platform enabling listed companies, SMEs, and NGOs to achieve credible sustainability validation. This includes the administration of the SDG Certificate program, technically verified by SGS, ensuring rigorous and internationally recognized standards for sustainability performance.
With over 25 years of cross-industry experience spanning financial services, luxury retail, and telecommunications across Mainland China and APAC, Dr. Wong brings deep expertise in ESG strategy, corporate development, and stakeholder engagement. He has also contributed to academia as a visiting lecturer at leading Hong Kong universities for over a decade.

Jenny graduated from UC Berkeley, is a licensed CPA, and a trainer in social impact assessment and design thinking.

John is also Co-Chair of the ULI Asia-Pacific Net Zero Council. He has more than two decades of experience in cleantech, infrastructure and sustainability in Asia and North America, and is proficient in Mandarin. John was a World Fellow at Yale University, and has more than 20 publications on various topics including the environment, energy and international affairs.

I hope Hong Kong will take initial steps towards developing and publishing a deep decarbonization model that would allow all stakeholders to compare transparently the abatement potential of various carbon reduction measures (including the technical feasibility and expected costs of such measures).

Shuyi Li is a Principal of RMI China Program, and head of Industry Decarbonization Initiative, where RMI works to accelerate decarbonizing China’s heavy industries, covering steel, cement, petrochemicals & chemicals, and aluminum. She led the development of the China heavy industry sectoral transition roadmap series, as RMI China’s flagship reports and one of the earliest in the field, in close partnership with leading industry associations/institutes and recognized by many. She also heads the work on industrial use case optimization for solutions like green hydrogen, massive recycling, CCUS, etc., and the initiative to establish near-zero industrial hubs where upstream energy/feedstock supply, midstream infrastructure, industrial offtakers, and their downstream users are brought together to help achieve tipping points, while leveraging finance and policy to enable the change. Before joining RMI, Shuyi has years of experience advising governments in industrial energy efficiency and low-carbon development. She also served as an expert fellow and mentor for EDF Climate Corps China Program, and was winner of the William K. Bowes, Jr. Award for Leadership. Currently, Shuyi is a mentor for Global Women’s Network for the Energy Transition (GWNET), and external strategy expert for a global leading company in energy management and automation.

Yoonmee is the Head of the Sustainability Office for the Global Wholesale Banking division at OCBC, where she plays a pivotal role in driving the bank’s Net Zero and sustainability strategy for both corporate and institutional clients across all markets globally. Her team leads the coordination of OCBC’s Net Zero commitment, develops practical and credible sustainable banking solutions, and engages clients on managing transition and diverse ESG risks.
Yoonmee joined OCBC in 2019 to spearhead sustainable financing initiatives for corporate clients. Since then, the bank’s sustainable financing engagement has grown significantly. In 2024 alone, OCBC advised over 100 corporates on sustainable financing and was named the #1 bank for ESG loans in Asia ex-Japan. The bank has also developed numerous innovative ESG solutions, including 1.5°C loans, market-first SME green and social loans, and SME sustainability-linked programs.
Before joining OCBC, Yoonmee worked in the Sustainable Finance team at BNP Paribas Global Markets in Hong Kong, where she coordinated the launch of a sustainable finance program for corporate and institutional clients and advised on several inaugural sustainability bond issuances in the region.
With two decades of experience in financial institutions, Yoonmee has developed deep expertise in sustainable finance and business development across diverse markets, including Seoul, Hong Kong, Paris, and Singapore. She holds a CFA charter, an MBA from HEC Paris, and a master’s degree in Sustainability Leadership from the University of Cambridge.
Yoonmee is also a co-lead of the Taxonomy Working Group at the Singapore Sustainable Finance Association, an industry initiative promoting the adoption of credible sustainable financing practices. She recently joined the Singapore Green Building Council as a board member as well.

Don Tse is currently the President (2025-2026) of the IFMA Hong Kong Chapter. He was elected as the Secretary (2024-2025) of the IFMA Hong Kong Chapter.
As the Assistant General Manager of Hongkong Land, Don oversees building operations, technical issues, sustainable targets and measures, as well as tenancy management in Exchange Square Complex and Jardine House. With over 20 years of experience in property management, technical services, energy management, and sustainability, Don brings a wealth of knowledge to his role.
Don has successfully led his team in Hongkong Land in completing various special projects focused on sustainability and innovation, including the setup of an energy management platform, promotion of renewable energy, chiller replacement and optimization, system retro-commissioning, application of AHU plug fans, LoRaWan infrastructure setup, and adoption of 5G technology.
Don has also played a proactive role in defining the maintenance strategy and establishing the maintenance policy for the company. He served as the lead auditor for the technical audit in Hong Kong Portfolio, investment properties in China, and properties in Southeast Asia. Furthermore, Don has developed the Facility Design Guide from a property management perspective, providing valuable references for new project developments.
Don holds a Bachelor’s Degree in Mechanical Engineering (Building Services) from HKUST, and a Master’s Degree in Urban Planning from HKU. He is a Chartered Building Services Engineer.
Don actively supports Green Business Groups, including BEC’s Advisory Groups (AGs), as a member of Sustainability Living Environment. He is also a Co-opted Member of the Communications and Membership Committee and Green Labelling Committee in the Hong Kong Green Building Council.

Ir CHAN has been working in the government for over 30 years and taken up professional and managerial roles in the areas of engineering services, project management and regulatory enforcement. He is a fellow member of the Hong Kong Institution of Engineers in the building services, electrical and energy disciplines. He received his bachelor degree in electrical and electronics engineering and master degree in building services engineering from the University of Hong Kong.
