Dr CHEUNG is the Chairman of the Hong Kong Green Building Council. He is also an Adjunct Professor at the City University of Hong Kong and the Technological and Higher Education Institute of Hong Kong and is a member of the Executive Committee of the Construction Industry Council, the Private Columbaria Licensing Board, the Expanded Building Committee of the Buildings Department, the Project Board for New Railway Projects of the Transport and Logistics Bureau, and the Independent Railway Expert Advisory Committee for New Railway Projects of the Transport and Logistics Bureau. He served as an Honorary Professor in the Department of Building and Real Estate at the Hong Kong Polytechnic University (PolyU) and is a recipient of the Outstanding PolyU Alumni Award in Professional Achievement.
Dr CHEUNG holds a Bachelor of Science Degree in Estate Management from the University of Reading, UK, a Master of Science Degree in Construction Management from the University of Bath, UK, and a Doctor of Philosophy Degree in Fire Engineering from the City University of Hong Kong. He has professional qualifications in building surveying, property management and facility management. He is a Fellow of the Hong Kong Institute of Surveyors, a Registered Professional Surveyor (BS), and an Honorary Fellow of the Hong Kong Institute of Facility Management.
Dr CHEUNG was previously Director of Buildings in the HKSAR Government and received the Silver Bauhinia Star Award in 2019 for his dedicated and meritorious service to the Government, particularly in promoting building safety and a sustainable built environment in Hong Kong.

Since joining Schneider Electric two decades ago, Jonathan has held leadership roles in various business divisions within the organization. An experienced leader in energy management and automation, Jonathan is passionate about leveraging the power of digitization and innovation in delivering a holistic ecosystem approach to sustainable transformation. His years of experience in process and energy technologies, end-point to cloud connecting products, controls, software and services have been instrumental in elevating Schneider Electric’s reach and impact for homes, buildings, data centers, infrastructure and industries in Hong Kong.
Jonathan currently serves on the Board of Directors at the Business Environment Council, and was named Sustainability Leader of the Year at the HKMA Hong Kong Sustainability Award 2023.

Rosaline Lau serves as the Executive Director of Building Engineering (Structural) at AECOM, where she leads building structure projects and ESG initiatives for the Asia Building and Places division. Her vision is to integrate ESG principles to create thriving communities and contribute to a better world. Recently, she showcased her enthusiasm by serving as a judge at the 2024 SustainabilityHACK, jointly organized by MIT Hong Kong Innovation Node, Innospace, and the Construction Industry Council.
Rosaline has also recently presented at the technical seminar on Effective Use of High Strength Steel S690 organized by the Chinese National Engineering Research Centre for Steel Construction (Hong Kong Branch), the Hong Kong Polytechnic University and the Hong Kong Constructional Metal Structures Association, for the pioneering use of S690 high strength structural steel in Hong Kong’s private residential development. This groundbreaking work will be resulted in significant benefits to the environment, including enhanced efficiency, reduced carbon footprint, and optimized site logistics.

With 18 years of experience at AECOM, Rosaline has delivered innovative engineering solutions across various markets, including residential, commercial, institutional sectors, data centers, recreational facilities, and hotels in Hong Kong and Singapore. Ir Harry LAI, BBS is the Executive Director of the Hong Kong Green Building Council. He was the Principal Advisor of the Electrical and Mechanical Services Department (EMSD) from 2019 to 2023. Prior to his retirement from the civil services in 2019, Ir LAI was the Deputy Director/Regulatory Services of EMSD responsible for overseeing the enforcement of regulatory functions and implementation of various initiatives on electrical, mechanical, gas and railway safety as well as energy efficiency and conservation. Ir LAI had represented Hong Kong, China (HKC) to attend the Asia-Pacific Economic Cooperation (APEC) Energy Working Group (EWG) meetings.
Ir LAI received his Bachelor of Science degree in Electrical Engineering and Master of Science degree in Environmental Management, both from the University of Hong Kong. He is a chartered engineer, a fellow member of the Hong Kong Institution of Engineers (HKIE) and also the Institution of Engineering and Technology (IET), UK. He had served as Chairman of the HKIE Nuclear Division, Secretary of the HKIE Electrical Disciplinary Advisory Panel, and also Member of the HKIE Fellowship Committee. Ir LAI is the Adjunct Professor of the School of Energy and Environment, City University of Hong Kong and the Adjunct Professor of the Research Institute for Smart Energy, Hong Kong Polytechnic University.

Grace is a seasoned sustainability professional with a background in environmental engineering. As the recipient of the 2023 APEC Bio-Circular-Green Award, Grace is a keen advocate of regenerative sustainability for the built environment with 20+ years’ experience in sustainable design and green building projects in Hong Kong, China, and across Asia-Pacific. She is currently the Director of the Hong Kong Green Building Council, Founding Vice President of the Greater Bay Area Carbon Neutrality Association, and Council Member of the Hong Kong Institute of Qualified Environmental Professionals. Grace is also the Co-Chair of the Real Estate Working Group under the Hong Kong Green Finance Association. Outside Hong Kong, she has led AEC Group to become WorldGBC’s Asia Pacific Net Zero Collaborator while sharing best practices through her roles in the GRESB Real Estate Standards Committee, LEED Technical Advisory Group, BRE ESG Advisors Club and IWBI Health Equity Advisory. Grace works with the real estate and finance sectors through ESG and Green Finance advisory to build climate resilience and accelerate net-zero transition.

Andy Yeung is Director and Head of Technical Services of Hongkong Land. He joined Hongkong Land in 2010 and is responsible for technical services management and green building management for the Group.
Mr Yeung is a Chartered Engineer with more than 30-years of experience in project management, technical services, energy management, sustainability management, and green building management. Before joining Hongkong Land, Mr Yeung worked for Hysan, where he was a Head of Technical Services. Before that, he was a Technical Manager at MTR Corporation.
Mr Yeung graduated from the University of Hong Kong with a Bachelor’s Degree in Engineering and a Master’s Degree in Environmental Management.

Etienne has been working in the construction industry for more than 15 years. First as a structural designer in France on landmark projects, he joined the Bouygues group with Dragages in Macau in 2014. Etienne developed structural and construction strategies for complex projects in Macau, Singapore and Manila, using advanced modelling in BIM and parametric design.

He is the vice chairman of Environment Committee, Hong Kong Construction Association and member of Climate Change Business Forum of the Business Environment Council. He was appointed as a construction advisor in development of Construction Industry Council Carbon Assessment Tool and Sustainable Finance Certification scheme. Pak Yin CHOI is a Project Engagement Specialist – Sustainability & Innovation at the World Economic Forum. My Sustainability Goals for 2024:
Since last year it has been really positive to see the actions the government have taken with regards to creating policies to reduce the use of HFCs and HCFCs in Hong Kong by ~80% by 2030. It is now up to businesses to prepare for those policies being enacted from 2025 onwards.
As such, my primary sustainability goal for the coming year is to help businesses with large refrigeration or air-conditioning requirements plan for the upcoming phase down. My goal is to partner with businesses to ensure their transition to a low-carbon operating environment is done correctly, to ensure sustainable operating success both from a carbon neutrality and cost point of view.

Ir CHAN Pak-cheung is the Deputy Director of the Electrical and Mechanical Services Department. He is responsible for overseeing the enforcement of legislations in ensuring public safety on using electricity, gas, lifts and escalators, railway and other electrical and mechanical installations, and promoting energy efficiency and conservation. Ir CHAN has been working in the government for over 30 years and taken up professional and managerial roles in the areas of engineering services, project management and regulatory enforcement. He is a fellow member of the Hong Kong Institution of Engineers in the building services, electrical and energy disciplines. He received his bachelor degree in electrical and electronics engineering and master degree in building services engineering from the University of Hong Kong.
My Sustainability Goals for 2024:
The HKSAR Government has pledged to achieve carbon neutrality in Hong Kong by 2050. The Electrical and Mechanical Services Department (EMSD) is playing an active role to support this directive in collaboration with stakeholder. Our sustainability goal for the coming year is to continue the efforts in promoting buildings energy efficiency through the uplift of standard in the Building Energy Code and propose legislative enhancement for expanding the scope of regulation. We will also continue to promote the use of green innovative technologies and closely collaborate with stakeholders in various sustainability development areas for the carbon neutrality goal.

Vincent joined the HKSAR Government in 1989. For over three decades he has served in various positions, from policy work relating to insurance, aviation, tourism etc. to administrative head in one of the 18 districts in Hong Kong. He received a Chief Executive’s Commendation for Public Service in Hong Kong for his bravery service in Wuhan when the COVID pandemic broke out in 2020.
Vincent is currently Deputy Commissioner for Labour, taking charge of all Occupational Safety and Health (OSH) related matters in Hong Kong. He leads a team of some 700 professional and supporting staff to carry out enforcement, publicity and education/training work to enhance OSH in the city.

The overall sustainability of Hong Kong relies heavily on the occupational safety and health of its employees in their workplaces. While Hong Kong’s occupational safety and health performance is improving over the past few decades, I would like to see the work safety and health culture across Hong Kong can be further enhanced. By emphasizing education about safety practices, promoting awareness, and enforcing regulations, we can foster a stronger safety and health culture. I would also like to see the widespread adoption of automation and smart monitoring systems in Hong Kong. These technologies not only enhance employee well-being but also create a safer, healthier and more comfortable work environment.

Victoria is a chartered structural engineer and project manager with over 15 years of experience in the construction industry delivering award winning projects across various sectors, including education, commercial, cultural and hospitality. Currently based in the Campus Development Office at The Hong Kong University of Science & Technology, she is responsible for new capital works, master planning and upgrades at the Clear Water Bay campus.
Victoria focuses on developing strong relationships within project teams to create multi-disciplinary design approaches and innovative solutions. Committed to advancing sustainable practices, Victoria helps drive carbon neutrality goals at the University and serves on the Sustainable Smart Campus Committee. She is currently leading the Campus Renewal Plan, a 15-year upgrading strategy, and the development of a High-Performance Computational Data Center facility.

Phoebe Leung is the Senior Sustainable Development Manager of Swire Properties. Her work involves supporting the Company’s Sustainable Development (SD) 2030 Strategy as well as action plans and programmes to improve the company’s overall SD performance.
She leads the planning and execution of Swire Properties’ SD tenant engagement strategy and bespoke tenant programmes, such as the Green Performance Pledge and Green Kitchen Initiative, fostering landlord-tenant partnerships to incorporate sustainability throughout the design, fit-out and occupancy stages.
In addition, she drives the Company’s Resource and Circularity Taskforce, made up of representatives from portfolio teams and hotels, to regularly analyse waste performance and facilitate new initiatives. Dr. Ron NG is a Ph.D. in Chemistry who completed his research under the guidance of Prof. Vincent KO (CHEM, CityU). Throughout his doctoral studies, Dr. NG’s research revolved around the design and synthesis of photo-functional materials, including chemosensors, photocatalysts, mechanoresponsive materials, photoswitching, and photochromic compounds. His work has garnered recognition with over 18 international publications.
After completing his Ph.D., Dr. NG continued his research journey as a Postdoctoral Fellow within Prof. Vincent Ko’s research group. During this time, he focused on knowledge transfer projects, particularly the design and synthesis of Molecular Imprinted Polymers (MIPs) for medical applications. With the guidance of Prof. Vincent KO and Prof. Rudolf WU (Founding Director, State Key Laboratory of Marine Pollution), Dr. NG and his team successfully developed a cutting-edge sensor technology for detecting water deoxygenation.
Leveraging his extensive expertise in research and knowledge transfer projects, and with the support and incubation of the HK Tech 300 program, Dr. Ng co-founded NerOcean Limited. This startup aims to commercialize its groundbreaking research outputs from the laboratory to tackle the global challenge of water quality monitoring. Notably, Dr. Ng and his team recently achieved a significant breakthrough by introducing a novel method for radionuclide monitoring based on a compact and cost-effective sampling device known as “Artificial Mussels.”

My Sustainability Goals for 2024:
As the Vice President of the Hong Kong E-Vehicles Business General Association, Chris will work closely with local authorities and real estate developers to facilitate the installation of public charging stations across Hong Kong. His goal is to increase the number of available charging points, making it more convenient for EV owners to charge their vehicles and encouraging more residents to switch to electric mobility.
Additionally, Chris will propose policies that incentivize the installation of home and workplace charging stations. He plans to advocate for the purchase subsidies and tax incentives that would make EVs more affordable for individual consumers.

Dr. Leung is an Associate Professor in the Department of Chemistry at Hong Kong Baptist University (HKBU), Hong Kong SAR, P. R. China. He concurrently holds the Honorary Associate Professorship in the Faculty of Dentistry at The University of Hong Kong (HKU). He is a Chartered Scientist (CSci), Chartered Chemist (CChem) and Fellow (FRSC) of the Royal Society of Chemistry (United Kingdom) and a member in the State Key Laboratory of Environmental and Biological Analysis at HKBU. He was elected as a Founding Member of The Hong Kong Young Academy of Sciences (FMYASHK) and named as a Fellow of the International Association of Advanced Materials (FIAAM, Sweden).
His research interests are in the fields of nanomaterials chemistry, supramolecular materials, catalysis, sensors, and nanomedicine. He gained his postdoctoral training at the University of California Los Angeles with Nobel Laureate in Chemistry. He was also a visiting scientist at RIKEN, Japan.
Dr. Leung has published over 140 research articles in peer-reviewed international journals with about 8,000 citations and an h-index of 45. He holds 7 patents. He was the recipient of Asian Core Program Lectureship Awards (Japan-2010, South Korea-2012&2019, Mainland China-2017, Singapore-2017, Taiwan-2018), Higher Education Outstanding Scientific Research Output Award (Technology Advancement, First Class) from the Ministry of Education of China (2011), Materials Research Contribution Award from the Asia Pacific Society for Materials Research (2013, 2014 and 2015), Asian Rising Stars Award from the Federation of Asian Chemical Societies (2013), HKBU President’s Award for Outstanding Performance in Research Supervision (2018) and HKU Research Output Prize (2019). In 2022, Dr. Leung was listed in the Global Scholars Academic Influence Ranking.
