Dr. Mo Tiande is the Head of Business Development and Commercialisation Unit and the Head of Emerging Applications Unit at the Centre of Advanced Power and Autonomous Systems (APAS) of the Hong Kong Productivity Council (HKPC). He is engaged in the research of cutting-edge technologies such as new energy vehicles, autonomous driving, human-machine interaction, hydrogen energy and fuel cells, and new materials etc. Dr. Mo has managed and participated in more than 50 innovative technology research projects and technical consultancy projects. He has published more than 20 academic papers and has more than 30 invention patents and utility model patents, as well as more than 20 international and local awards. He led his team to win the Best Paper Award in the 2022 Journal of Energy Storage, the Best Paper First Prize in the 2023 International Symposium on Nanotechnology and Smart Materials for Environmental Applications, the Silver Award in the 2024 Sixth APEC Energy Smart Community Initiative Best Practice Award Program in the Smart Energy Category, and the Best Paper Award in the 2025 Seventh Asia Energy and Electrical Engineering Symposium

Dr. Mo Li is a Professor from Hong Kong University of Science and Technology. His is the director of Low Altitude Economy Research Centre (LAERC) at HKUST. His research focuses on system aspects of wireless sensing and networking, IoT for smart cities and urban informatics. Dr. Li has been on the editorial board of IEEE/ACM Transactions on Networking, IEEE Transactions on Mobile Computing, and IEEE Transactions on Wireless Communications, all leading journals in the field. Dr. Li currently serves the Editor-in-Chief of ACM Transactions on Internet of Things. He also served the technical program committee member for major conferences in computer system and networking, including ACM MobiCom, ACM MobiSys, ACM SenSys, and many others. Dr. Li is a Distinguished Member of the ACM since 2019, and a Fellow of the IEEE since 2020.

Dr. Lingxiao Wu (Leo) is an Assistant Professor at the Department of Aeronautical and Aviation Engineering, The Hong Kong Polytechnic University. Prior to this, he was a Postdoctoral Research Fellow at HEC Montreal, Canada. Dr. Wu received his PhD degree in Transportation Studies from The Hong Kong Polytechnic University. Dr. Wu is dedicated to improving the efficiency and sustainability of transportation systems by proposing innovative solutions using operations research and data analytics. Dr. Wu currently serves as a core member of The Research Centre for Low Altitude Economy (RCLAE) of PolyU.

Centre of Advanced Power and Autonomous Systems (APAS) (formerly Automotive Platforms and Application Systems R&D Centre) was established in 2006 and is fully integrated as a business division under HKPC on 1 April 2025. APAS continues to undertake market-led R&D programmes spanning green transportation, smart mobility, intelligent systems and emerging applications, as well as commercialises R&D results in collaboration with industry, universities and technology institutes to enhance the competitiveness of Hong Kong’s automotive and other transportation sectors in new energy and smart driving.
Our sustainability goals for 2025:
– Centre of Advanced Power and Autonomous Systems (APAS) envisions a sustainable future through Autonomous Shuttle Light Bus in Fairview Park. By integrating advanced technologies like 5G, AI, and precise sensors, we aim to enhance smart mobility and reduce emissions. Our commitment to safety, accessibility, and eco-friendly transport solutions reflects our dedication to creating greener, smarter cities for everyone.
– APAS will develop and promote sustainable technologies and solutions that address environmental and social challenges. This involves researching renewable energy, clean technologies, eco-friendly materials, and other sustainable innovations. APAS developed sustainable innovation technologies, including Hydrogen Fuel Cell-electric Off-grid Genset and High-efficient Hydrogen Fuel Cell Hybrid System for Electric Forklifts
– APAS is dedicated to fostering collaboration and knowledge sharing within the organisation and with external partners. We believe in the power of sharing sustainable research, collaborating on impactful projects, and forming strategic partnerships to accelerate the adoption of sustainable practices. APAS has signed MOUs with companies like Towngas, Templewater, and Poly U, aiming to enhance public awareness and introduce best practices in new energy and sustainable development to Hong Kong.
– APAS collaborated with the City University of Hong Kong and announced the release of the “Hong Kong Hydrogen Economy Development Report and Survey Results” in 2023, which marks a significant milestone for APAS. This report incorporates invaluable industry perspectives on the development and opportunities of Hong Kong’s hydrogen economy. The survey results serve as a testament to the industry’s positive response and unwavering support for hydrogen development in Hong Kong. APAS aims to align with national development goals and comprehensively propel the growth of Hong Kong’s hydrogen industry.
