Legislative Council Member—Architectural, Surveying, Planning and Landscape

Founding President of Hong Kong Property and Facilities Management Association of the Greater Bay Area

Mr. Tony Tse Wai-Chuen, a professional surveyor, is currently member of the Hong Kong Legislative Council for the Architectural, Surveying, Planning and Landscape functional constituency, non-official non-executive director of the Urban Renewal Authority Board, member of the Standing Committee on Disciplined Services Salaries and Conditions of Service, and founding president of Hong Kong Property and Facilities Management Association of the Greater Bay Area.

Mr. Tse joined the Civil Service and had served at the then Crown Lands and Survey Office (now the Lands Department) for 12 years. Thereafter, he had held senior positions in several private and public organisations and has been engaged in the surveying and property development field for over four decades.

Apart from serving the Hong Kong community, Mr. Tse also participates in the mainland affairs. He is currently member of China Association for Science and Technology and was a member of the 13th National Committee of the Chinese People’s Political Consultative Conference.

Mr. Tse was awarded the Silver Bauhinia Star in 2025 and was appointed as Justice of the Peace in 2020. He was conferred Vocational Training Council Honorary Fellowship

in 2009, awarded the “Lifetime Achiever Award” by the Royal Institution of Chartered Surveyors in 2017 and received Outstanding PolyU Alumni Award in 2021.

Peter Chan

Project Director

Mr. Chan gained over 17 years of experiences in Building Services Engineering Construction before 2002. His construction experience covered some prestigious projects included The HSBC Hong Kong Headquarters, The Beijing Jing Guang Center, The Pamela Youde Nethersole Eastern Hospital, The Singapore Civil Defence Headquarters as well as the Singapore Armed Forces Kranji Camp Extension.

Mr. Chan moved to the properties and facilities management industry in 2003 and his experiences covers Grade A offices, luxury shopping malls as well as integrated resorts in Canada and Macau.

Between 2010 and 2020, Mr. Chan worked for MGM China’s Facilities Management Department for their two properties in Macau and had coached the team to win numerous sustainability awards including the Macau Energy Saving Awards as well as the ASHRAE Technologies Awards.

Currently, he is a Project Director in the MEP Engineering section of Arcadis Macau.

– Continue to teach my 9 & 12 yr old boys about good sustainability practices, especially waste, water & power use reduction.
– Active support to both JLL and my client to drive Carbon Reduction plans, especially via the use of smart technologies including AI to identify carbon footprint reduction opportunities.

He is passionate about advancing innovative, energy-efficient solutions that elevate industry standards and support climate goals. Under his leadership, Viega has expanded its presence and influence, championing initiatives in renewable energy, product certification, and digitalization. Howard is committed to empowering teams, nurturing talent, and collaborating with stakeholders to create lasting value and future-proof the built environment.

Wallace Tse

Mr. Wallace Tse has years of rich experience in corporate management, cost and risk management, financial management, real estate asset management, and facilities management. He is currently the Chief Operations Officer of Winson Holdings Hong Kong Ltd. Before joining the Group, he has more than 23 years of real estate experience in Hong Kong, Mainland China and overseas from well-known international companies.

Mr. Tse graduated with a Master’s degree in Housing Management from City University of Hong Kong. He is a Chartered Surveyor with the Royal Institution of Chartered Surveyors (RICS).

Mr. Tse is currently a member of the Chinese People’s Political Consultative Conference in Luohu District, Shenzhen, a standing committee member of the Luohu Federation of Industry and Commerce, a director of the Hong Kong, Macau, and Taiwan Entrepreneurs Committee of the Luohu Federation of Industry and Commerce, an executive director of the Luohu Overseas Friendship Association, the vice president of Shenzhen Luohu District Overseas Chinese Returnees Association and Shenzhen Greater Bay Area Career Mentor.
