Beyond Carbon Neutrality: Forging a Green Energy Future for Hong Kong’s Evolving Energy Landscape

As the race to achieve net-zero carbon accelerates, the need for scalable and commercially viable decarbonisation solutions has never been more urgent. Green fuels are emerging as a critical breakthrough to power this transition.
In alignment with the national “dual carbon” strategy and Hong Kong’s Climate Action Plan 2050, Towngas is pioneering a multi-pathway transition: green methanol for sea, hydrogen for land, and sustainable aviation fuel (SAF) for air. In this keynote, Ir. Don Cheng will shed light on Towngas’ competitive advantages in hydrogen alongside its concurrent developments in SAF and green methanol. He will also examine the company’s strategic transformation from a traditional gas supplier to an integrated green energy service provider and discuss how this shapes Hong Kong’s next-generation energy landscape.

Ir Don Cheng is the Chief Operating Officer – Hong Kong Business of the Hong Kong and China Gas Company Limited (Towngas).
Since joining Towngas in 1995, Ir Cheng has taken on key managerial roles spanning customer service, product development and commercial & industrial marketing & sales departments. He also oversees marketing, sales and customer services, and leads the strategic development and planning of green energy initiatives and projects.
Ir Cheng graduated from Queen’s University and The University of Calgary in Canada, with BSc degrees in Statistics and Engineering Chemistry and an MSc degree in Statistics respectively. He has also achieved the status of Chartered Engineer and fellow membership from various professional associations of overseas and in Hong Kong.
He is also a member of HKSAR District Fight Crime Committee (Southern District), Fire Service Department Dangerous Goods Standing Committee Member, Director of Association of Restaurant Managers, Academic Advisors for engineering departments of Hong Kong University of Science & Technology and City University of Hong Kong, Fund Vetting Committee Member of Hong Kong Productivity Council, and Vice Chairman (Energy and Power) of the Federation of Hong Kong Industries.

Our sustainability goals in 2026:
Towngas championed green energy transition across sea, land and air transport:
- Green methanol for sea transport: Through technological upgrades, the Inner Mongolia plant has increased its production capacity, and the additional production lines in Foshan are expected to commence operations in 2028.
- Sustainable Aviation Fuel (SAF) for air transport: New SAF plant in Malaysia commenced operations, doubling annual production capacity of renewable fuels.
- Hydrogen for land transport: Towngas has initiated Hong Kong’s first green hydrogen project at SENTX, which will target to launch this year.
- We are advancing multiple hydrogen innovation pilot projects, including support initiatives for the 15th National Games, Hong Kong Science and Technology Parks Corporation, a Sai Kung recreational facility, to deliver efficient and low-carbon solutions across the city.
- Carbon reduction: Total Scope 1 and Scope 2 greenhouse gas (GHG) emissions decreased by 20% from 2020 baseline (Target in 2025: Achieved).
