This session, delivered by Mr Mickey LAI, Director of Agriculture, Fisheries and Conservation, will unpack Hong Kong’s updated Biodiversity Strategy and Action Plan (BSAP) and its implications for the city’s long‑term nature policy and sustainable development. Mr Lai will outline the vision, key targets and priority action areas under the BSAP, and explain how these measures support resilience in Hong Kong’s ecosystems while aligning with global biodiversity commitments. Participants will gain a clearer understanding of how government strategy is evolving, what this means for land use, conservation and community engagement, and where collaboration with businesses and civil society will be most critical in the years ahead.

Mr Mickey Lai joined the Government in 1990 and has served as Director of Agriculture, Fisheries and Conservation since 2024. With extensive expertise and decades of experience across diverse fields, he leads the city in advancing the sustainable development of local agriculture and fisheries industries, and in safeguarding natural resources and biodiversity.
Under his leadership, the Department facilitates Hong Kong’s agricultural and fisheries production; conserves native flora, fauna and natural habitats; manages protected areas including country parks, special areas, marine parks and the marine reserve; regulates international trade in endangered species; promotes animal welfare; and controls the introduction and spread of animal and plant diseases.
