Business Director
Dr. Jessica Tam is the Business Director of the Hong Kong Council of Social Service (HKCSS), overseeing its ‘Co-creation Pillar’ and Family and Community Service. She leads various initiatives, including the Caring Company Scheme, sustainability projects, social entrepreneurship programs, and impact grant-making schemes.
Previously, Jessica directed the Social Enterprise Business Centre (SEBC), promoting social entrepreneurship and innovation in Hong Kong. Under her leadership, SEBC became the first social enterprise intermediary in the region, and she launched Asia’s first language-based Pay for Success Project, along with establishing the Impact Incubator for the government’s Social Innovation and Entrepreneurship Development Fund.
Jessica also serves on several committees, including the Social Enterprise Summit and the Sustainable Knowledge Transfer Project Fund at the Chinese University of Hong Kong (CUHK). Her expertise extends to advisory roles at CUHK, Hong Kong Baptist University, and Hong Kong Shue Yan University.
Recognition for her work includes the Secretary for Home Affairs’ commendation in 2018, participation in the AVPN Policy Fellowship in 2019, and inclusion in Tatler’s Asia Impact List in 2020. In 2023, she earned her PhD in social welfare from CUHK, focusing on social entrepreneurship.

The Hong Kong Council of Social Service (HKCSS) is a statutory body established in 1947. Together with our Agency Members, we uphold social justice and equality in our mission to advance the well-being of the Hong Kong community. The HKCSS has over 520 Agency Members, with service units throughout Hong Kong, providing high-quality social services to those in need.
